On February 12, 2025, Colorado legislators introduced HB25-1259, an industry-backed bill that will gut Colorado’s “Donor-Conceived Persons and Families of Donor-Conceived Person’s Protection Act(DCPPA). You can help by contacting legislators and the companies behind this bill.

This bill was developed by California Cryobank and Donor Egg Bank USA, both owned by CooperSurgical, who worked with several legislators behind closed doors and without the input of donor conceived people. CooperSurgical supported USDCC’s enactment of DCPPA in 2022.

Colorado’s HB25-1259 is a dangerous rollback of hard-won protections for donor-conceived people and their families. If passed, this bill will:

🔴 Weaken limits on families per donor – increasing health risks and unethical donor proliferation.

🔴 Eliminate regular medical updates and recordkeeping – leaving DCP in the dark about crucial health information.

🔴 Repeal educational materials for parents and donors – undermining informed consent and ethical practices.

🔴 Ban donor-conceived people from discussing the donor with family and friends – silencing our voices.

🔴 Gut enforcement provisions – removing penalties and inspections, making the law toothless.
