On February 12, 2025, Colorado legislators introduced HB25-1259, an industry-backed bill that will gut Colorado’s “Donor-Conceived Persons and Families of Donor-Conceived Person’s Protection Act” (DCPPA). You can help by contacting legislators and the companies behind this bill.
This bill was developed by California Cryobank and Donor Egg Bank USA, both owned by CooperSurgical, who worked with several legislators behind closed doors and without the input of donor conceived people. CooperSurgical supported USDCC’s enactment of DCPPA in 2022.
Colorado’s HB25-1259 is a dangerous rollback of hard-won protections for donor-conceived people and their families. If passed, this bill will:
🔴 Weaken limits on families per donor – increasing health risks and unethical donor proliferation.
🔴 Eliminate regular medical updates and recordkeeping – leaving DCP in the dark about crucial health information.
🔴 Repeal educational materials for parents and donors – undermining informed consent and ethical practices.
🔴 Ban donor-conceived people from discussing the donor with family and friends – silencing our voices.
🔴 Gut enforcement provisions – removing penalties and inspections, making the law toothless.
HOW YOU CAN HELP: CONTACT LEGISLATORS
Contact Colorado legislators and urge them to VOTE NO on HB25-1259.
Subject: Vote NO on HB25-1259 – Protect Donor-Conceived People
Dear [Legislator’s Name],
I am writing to strongly urge you to vote NO on HB25-1259, an industry-backed bill that would gut Colorado’s Donor-Conceived Persons and Families Protection Act (DCPPA). This bill, developed without the input of donor-conceived people, weakens crucial protections, including:
• Weakening limits on families per donor, increasing health risks.
• Eliminating required medical updates and permanent recordkeeping.
• Silencing donor-conceived people from discussing their donor with family and friends, infringing on free speech
• Gutting enforcement provisions, making the law toothless.
This bill prioritizes industry profits over ethics and transparency. Colorado led the way in donor conception reform in 2022, and rolling back these protections is a dangerous step backward.
Please stand with donor-conceived people and their families. Vote NO on HB25-1259.
Sincerely,
[Your Name]

HOW YOU CAN HELP: DEMAND INDUSTRY ACCOUNTABILITY
(Respectfully) Demand Accountability from California Cryobank & Donor Egg Bank USA
Executives at CooperSurgical—the parent company of California Cryobank and Donor Egg Bank USA—need to hear from YOU. Tell them to STOP attacking donor-conceived people and their families.
Subject: Stop Attacking Donor-Conceived Rights
Dear [Executive’s Name],
I am deeply disappointed that CooperSurgical, California Cryobank, and Donor Egg Bank USA are pushing HB25-1259 in Colorado. This bill undermines protections for donor-conceived people and prioritizes profit over ethics.
By supporting HB25-1259, your company is actively working to:
• Weaken limits on families per donor, increasing genetic and medical risks.
• Eliminate permanent medical recordkeeping, leaving donor-conceived people without vital health information.
• Silence donor-conceived people from discussing their genetic origins
Your company previously supported these protections in 2022—why the sudden reversal? It is clear that you do not prioritize the well-being of the families you help create. I will never use your services and will encourage others to do the same.
Stop this attack on donor-conceived rights. Withdraw your support for HB25-1259 immediately.
Sincerely,
[Your Name]
